How to stop a dog from chewing on his leg?

So I have a black lab dog who is around 3 years old. He has very bad allergies and has to take medication for it. For a while now he has been biting and chewing his leg until its raw and bleeding, we have tried everything to make him stop but nothing is working. Is there anything we can do to help him to stop chewing?
He has had a cone on for a little over a month, its the only way we can get the sore to heal a little. As for the medicine, it is orally

A cone would not allow him to bite his itch, but imagine how unbearable it must be to have that really extreme itch and not be able to get to it!
I would try to eliminate the allergic reaction. I do not have enough information (what kind of allergies, what medications, nutrition, etc.) to be able to make a suggestion. Maybe you can post again with more details and we can go to the bottom of things?

You probably need two things
-A cream to put on the leg to make it feel better
-A cone or collar to keep hime from licking the cream off.
There are some very nice and much more comfortable collars out there today than the just the old plastic megaphone shaped cone.
Same issue no cone no spray.
Watch him and don’t let him, get him a bone or toy he likes, it is a sign of boredom get more exercises a lot of owners say they don’t have enough time but, this is Your responsibility not his problem its yours, so maybe you can build a fence and let him stay outside when at work my dog never did this when e had a dog she outside nd a big fenced in area, he only started when we moved and e stayed inside.
This is a dog that needs stimulation, wen your home teach him new tricks play new games. Cones and sprays are temporary ad cover up the problem.

He needs one of them cones around his head to prevent him from biting on himself,take him to the vet

I’ve seen this spray that you can put on things that the dog doesn’t like the smell and/or taste to prevent it from chewing. Do you apply the allergy medicine to his leg or is it oral? My mother’s-in-law Golden Retriever chews her toes like that too. They say it’s allergies and they have to put medication on her toes.
An Elizabethan collar is a physical barrier, but usually your vet will break the cycle of itching with a course of prednisone. Did he already try that?
If your lab has environmental allergies I would keep him in a room with a HEPA filter to remove all particles. Preferably no carpeting, no curtains, and no dust. If he’s allergic to his food I would try foods with different protein sources and carbohydrate sources.
